Seems to be a monitor rewrite (see "rainwarrior/mt100/PeripheralUART.java"). And if you look at "rainwarrior/mt100/client/GuiMT100.java" it seems to come with a custom GUI. So it's basically a custom terminal (or thin client) using a CC computer as a server afaiu. But I have no idea why he would do that or what kind of unique features his terminal will promote to be worthwhile.
