i know you can do stuff with paint...but i just want to open picture from the web or my computer? is there any way to do anything like that?

Sure, just create a script that can load and parse an image file, palettize it, and save it as a format the built-in paint program understands.

Yeah, without doing all that Lyqyd said, you would not e able to display an image on the screen.

It would also be pretty hard/impossible to do, as due to the limited palette of Minecraft, and the pixel size, it makes it near impossible to show over 82x40 MC-Pixels on a screen. Unless there's a way to set the maximum monitor size to math.huge :P
