This idea would add several new computers and peripherals. First would be like GPS but would run on sonar to get a 3D image of a building and saves it to a special disk as a blueprint that can be installed as a program for turtles to recreate. The second thing is still going along the lines of turtles being "blind" as even simple computers have basic sensors, have a turtle detect light level to do various tasks such as place torches if the light level is below 7 or melee turtles activate a designated program when it night. Something else I think is a good idea is the ability for farming turtles to also act as a feed station for animals when they have wheat for breeding as they wont seek them out, again sticking with the "turtles are blind" rule. The "sonar sensor" could also be added onto an advanced computer for exploration.

I think that these roles could be filled by the upcoming PDAs, but I'm not a dev so I've got no idea

There is the feeder module. iirc it feeds animals that are within a 3 block radius, but check the MiscPeripherals thread for more details on that one.

Have a computer next to a light sensor from vanilla minecraft that then sends a rednet message to said turtles over rednet.
