I noticed one mod that has Ender turtles appears to be dead, is there a chance someone can make an ender turtle again? I am on Tekkit 1.0.6 (Minecraft 1.5.1). (might also be nice to have one be able to load 2 ender inventories, one to drop stuff into, one to pull from)

Might also be nice to have a chunk loading turtle that loads the chunk it's in. Using the chunk loader code that doesn't corrupt and break servers.

As for the chunk loading turtle, there already is one in MiscPeripherals.

As for the ender turtle, the mod was discontinued due to it being overpowered in nature. In public servers, this could become a major problem where turtles are rigged to steal from ender chest inventories. In any situation, the ability for turtles to freely use an ender chest inventory is overpowered because you could go on to the next ender chest when you run out of room and have near infinite space, despite if you add a cost. The idea is just not realistic.

It's not up to you to decide what's too OP or unrealistic for an addon.

It's up to the server owners to decide whether it's op or not. If I am server admin and I wish to allow infinite storage space with ender turtles in my own server, then it should be allowed. I mean if it's to op, let server owners set whether it should be turned on, op only, or off. So that ops can spawn it/build it for people who deserve it and stuff.

I think that it isn't up to any of you, it's up to the mod creators.

Aren't the turtles already able to use ender chest?
