Placing and removing torches/lamps/jackolanters would probeley work better consideing Minecraft's limitations, other wise it sounds like a nice idea on paper.

I do not see while using light emitting block like torch or lamp would be better than fake air light source tied to turtle.

Place/remove is preferable in terms of performance issues because it slows the turtle down enough to make it a rarer occurance (with torches, placing them at intervals is fairly normal). You wouldn't bother doing it except when necessary, thus a lot of unnecessary lighting updates are avoided.

On the other hand, a very low level light (as if from a small LED screen, say 2 or 3) shouldn't impose too much of a burden on the lighting system, and would still be genuinely helpful for spotting the locations of turtles in complete darkness (even 1 should work for that).

I just tried finding the video, but I can't. But, one of the new guys Mojang hired recently already has a prototype rework of minecraft lighting.

The video showed both colored lights (combinable additive color style) and dynamic lights which was visualized as a miner hat light.

When (and if) this ever makes it in minecraft it might make doing something like this possible without killing your server.

Colored lights on a turtle would be awesome. It would allow one to implement the fun little teaching game light-bot (http://light-bot.com/) as a minecraft turtle.
