1) to make keycards/floppy disks User specific so that only that user can use that card/floppy. (when in the hands of another user they can't use keycard/floopy with checks to check there minecraft username with the one on the floppy to match)

2) to make the floppy/keycards write protected and to have the re-name the cards like you can with items on an anvil.

The things you are asking for are impossible with just ComputerCraft. You could try using a player detector from MiscP for the first part, but the second part is impossible with ComputerCraft floppy disks.
