How do we go about creating our own "API's"

I have like 60 programs - and I've been working towards optimizing the code. The problem is, if I make a tweak to one program and I like it - and several others use that same function - I then have to paste that function into all the other programs...

I want to have 1 shell; and then have my programs use that shell (or API).

(Hope that makes sense)
