You can place files in ROM if you're playing single player or are the server owner. You cannot create a file in-game and make it become read-only.

Well, if you edited the FS API, you could create a read-only file. But yes, it doesn't come originally with the regular FS API.

There's also the matter of the io API.

This is one of those cases where the best way to go about it depends on what the end goal is.
