I guess not, because it would suggest malicious purposes like +1 yourself or writing harsh comments without your main account being taken down

I know that circumventing a ban by creating a new account is not liked by the moderators.

But other than for rule braking, why would you want/need more than one account on the forum?

Why WOULD you want it, we're not asking IF you want it. Can you find any reason for it, other then the (clealy banned) ones we already summed up?

Second accounts are frowned upon, because there's no good reason to have one. If they're to get around restrictions on your main account, it's evasion, and a bannable offense. If you're doing it to change your display name, that can be done in the profile settings.

in which case you would delete your old account, therefore only having one account

Again, evading your warning point total or account restrictions can be a bannable offense. One account is enough for anyone.

Warning points are the system used to track violations of forum rules and other related things. Violations are worth one or more warning points, depending on the severity of the issue. Warning points being assigned is almost always accompanied by a private message or an email telling the user that they are receiving a warning and why. When a certain number of points is reached on an account, that account is usually banned.

I don't really want to give out numerical details or break down exactly what is worth how many points. Suffice to say, people who don't cause trouble don't need to worry about it (this is the vast majority of users).
