Bios.lua overwriting question

If I make a resource pack with a custom Bios.lua file in assets/dan200/computercraft/lua or what it's called, it will overwrite it, right?
Question:
If yes are these resource packs on the forums allowed?
(Not sure if this question belongs here, maybe it belongs to the Forum discussions page)
What I want to do is prioritize a special file name (like startup) to be ran before bios.lua is ran.

bios.lua is the only file which can't be changed with a resource pack.

You can change it in the .jar but you will not be allowed to (legally) distribute it as it would then be a modified version of computercraft.

Yes, you can change any other file, only bios.lua is an exception.

Resource Packs may be distributed (unlike directly modified copies of ComputerCraft), so long as they 1) aren't malicious and 2) you don't in any way try to apply a price tag to them (eg AdFly etc).
