basically, a pocket computer, but uses ender modems.
might already be in development, but hey. if it's not, this would be a pretty cool thing to have ;3

Not as useful as you might think - when determining whether two modems can communicate, ComputerCraft checks only the range of the stronger of the two. Regular modems can talk to ender modems, so there's not much point in having ender modems attached to "client" devices (that is, anything that's not acting as a "repeat" or "gps" server).

As mentioned, whether two modems can communicate depends only on the modem with the higher range. Set up one regular computer to run the "repeat" script through an Ender Modem, and you'll find Pocket Computers with regular Wireless Modems can communicate nearly anywhere throughout your whole world.
Given this, there's no point to spending extra gold on additional Ender Modems even if you could slap them onto Pocket Computers.
