[RFC?] Temp Directory Standard

A temporary directory is stored at "/tmp". This directory is meant to hold junk files that don't need to be referenced later on, after another program might potentially change it, and that certainly doesn't need to be accessed over a reboot. The standard details things like how to use it, and how to make your OS compatible with the standard.

Just a note to everyone, it's recommended to comment on the pull request rather than here (although here is quite fine). I'd highly recommend looking at the comments of the PR too just in case something has already been mentioned.
