I just wanted to go onto imgur this morning and it just times me out. I looked on isup.me which shows if websites are online or down and it says its up so i got confused. I looked into it a bit and found a site called blocked.org.uk It shows connections with each popular british isp, if it can contact it and if the site is blocked for that isp. And guess what i found? Virgin media is the only isp that timesout... -_- Great

Use Tor maybe it helps, btw the Isp here is horrible, too. Its dns server doesn't know stackoverflow and if it's in a troll mood computercraft.info too

Apparently Virgin knows, and you can even register to have them SMS you when it's fixed.

Tor is used to hide your activity on the internet, a normal proxy is enough when just trying to get past a blocked site.

You might aswell just use a VPN whenever it's not working, or maybe private browsing mode? I'm not sure if that changes it but I do know that it spoofs your IP

No it doesn't. It simply doesn't save any local stuff, like Cookies or Session Storage.
