Just because it has already been done doesn't mean you cannot redo it better, with more features and what not..

Correction, I pitched a qr code generator, to display within CC, on screens, monitors and whatnot, not a reader.

Is there some sort of chatroom for CCJam? IRC, Discord?

Will the judges be running CC 1.76 or newer, the official Minecraft mod and not an emulated environment?
Also, will they be running it from the standard CraftOS shell on a command computer (except if the program is made for turtles or pocket computers, of course)?
I'm almost certain I will use the new characters and maybe some of the command computer's functionality, I also need this info for compatibility reasons.

may I suggest that it's up to contestents to make it clear the requirements of their program (CC version, addon mods and versions, computer type [pocket|command|ect.])

In fact, it's better if a program gracefully exits if it is unhappy with it's operating environment.

I don't know about 'gracefully', I generally throw an error like "This program requires a command computer!"

I can't speak for the other judges but I will be making a new MC instance with the latest version of CC only, (and default config) unless the entry requests specific mods.

It's better to know beforehand what setup you need than if you have to start it up to show you what setup you need, but I get what you mean :P

The judges will follow any instructions you provide on where/how to run the program - but in the absence of such instructions the programs will be ran on the latest available version of ComputerCraft

Gitter seems to be a pretty ideal platform for CC related stuff (I use tons of channels on it) given its interconnection to GitHub and Markdown support.

In which timezone does the competition start. Because the live counter says there's 1 day and 22 hours left, but for me after 23 hours it will be Friday. May I suggest the GMT timezone? Since it's the one and only GMT+0 timezone :D.
