where to edit to make an OS

the title is pretty self explanitory but anyways what file in the lua\rom folder do i edit if im making an OS

that depends. Is it for one user, or a server wide one that will overwrite the original CraftOS?

I'd recommend single-computer Operating Systems, because it allows people to use what they want. However, OS' (OSs, OSes?) that overwrite the Shell and possibly Bios files give more possibilities. For an OS the overwrite Shell or Bios... you edit the Shell and Bios files, and then add your own custom folders/files.
For operating systems that require an installation per computer, you can just make a folder, call it OS, the name of the operating system, System, or whatever you wish. You just need the startup file to boot your OS. the startup file is also usually the login file.
