in 1.3 turtles cant place modded blocks like BC/RP pipes, and cables from ic. It can place machines and stuff though. Whats up with that?

It depends how the mod does it. For instance, for Elooram's RP stuff, everything is an item, and placing it places the correct tile entity - they all share the same Block ID IIRC. Buildcraft pipes may be an item too, which is why you would have issues. However, if it is purely a block, then placing it would be fine, modded or not.
This isn't doable without a considerable amount of work (as only players can use items) - but I believe it is something that dan does want to look into in the future. It is definitely possible as RP deployers do place blocks.

The only way to "place an item" is by using a player, the way that deployer's (from elo's RP2) achieve this is by creating a "fake" player at the deployers location then facing it the correct direction and placing said item down as if a player was standing there. This is not easy code to achieve in minecraft, and therefor will have to wait for a later update.
