How do I get it set up. I already have forget for 1.8.9 installed. Do I need to specify any RAM options or anything?

Install like any other mod, run it, if you have issues which can be solved by assigning more RAM then assign more to Java. It really depends on how many mods you have and which mods too.

I have 16 GB of Ram. How do I specify 8 GB?

If you just have CCEdu installed then you are not going to need that much RAM allocated to MC, in fact it can hurt your performance if you have too much RAM allocated to MC.
