Rednet Chat Server

So I was making a 2 way rednet chat server (only 2 people connected per server). I have the server set up so if it is in use, it will transfer the incoming connection to the next server. I had 3 servers and 6 clients running: the first two connected fine, the next two also got transferred and connected, and the third set....did nothing. So my question is:
is there a limit on how many rednet devices can be online at once? and if not, I can paste the code if that would be helpful.

You can have as much computers with rednet opened as you want. Or is there something in your code that could make a difference?

Yes I know this is probably confusing, poorly formatted, and likely inefficient. Just bear with me, this is my first big project ;_;
